REPUBLIC RECORDS has upped TOBY RUSSELL VP of Top 40 Promotion.  RUSSELL, who joined the label in 2006 as SOUTHEAST Regional Director of Promotion and later became Head of AAA  Prmotion, has been serving since 2010 as Senior National Director of Top 40 Radio, working on radio campaigns for artists like ENRIQUE IGLESIAS, NICKI MINAJ, DRAKE, JESSIE J, THE BAND PERRY, OWL CITY, GOTYE, ALEX CLARE, PSY, and AUSTIN MAHON.
